Somaliland: Why Muse Behi Won and Opposing Alliance Lost Kulmiye Nomination-Analysis

Somalilandsun – The main purpose of the Conference of the Central Council of Somaliland Government’s ruling Party Kulmiye that was held on Tuesday the 10th of Nov, 2015 at Mansoor Hotel, Hargeisa was to elect, from among the running candidates, the Party’s Presidential and Vice-Presidential candidates for the upcoming election in early 2017. The Conference has brought great successes to Somaliland’s existing democratic process in general and in particular to the winners of the Party’s presidential and vice-presidential candidates Mr. Muse Bihi Abdi and Mr. Abdirahman A. Saylici and their supporters.

If I look at the real situation of the running members for the Party’s Presidential candidates, the picture appeared to be like this: A candidate who worked hard versus candidates who did not work hard. And the results of the election became that the former secured 344 votes while the latter got nil/zero vote.

Majority of Somaliland population and Somaliland political analysts concluded that success and failure were based on the following main reasons:

a) the fact that Muse Bihi has an ample experience and knowledge in his people/Somaliland clans; a) they have little or no experience in their people/Somaliland clans;
b) his vision of running for the Party’s presidential candidate and subsequently becoming Somaliland’s president was/is real; and therefore he knew how he could attain his goals; b) there was a vagueness in their vision of running for the Party’s presidential candidate and subsequently becoming Somaliland’s president due to their creation of unified candidates;
c) the fact that he can make compromise/s when necessary; which shows that he a fully-grown politician; c) the fact that they have not made compromise/s when it became necessary which shows that they are not politically mature;
d) he did his home work right by working hard to secure the support of the members of the Central Council of the Party and Somaliland clans; d) the fact that they did not work hard to secure the support of the members of the Central Council of the Party and Somaliland clans; in fact they spent a lot of  time to inform people that they would be running for the Party’s presidential candidate but, never tried systematically to win the support of at least the minority of Party’s Central Council members and Somaliland clans;
e) he convinced Somaliland President and his government that he has the full support of his clan and the support of majority of the Party’s Central Council members; e) they could not convince  Somaliland President and his government that they have the full support of their clans and the support of majority of the Party’s Central Council members;
f) he showed persistence, in spite of difficulties, in becoming the Party’s Elected Presidential Candidate;  this has became a learning for him to attain his goal; f) they never showed satisfactory struggle as well as patience  in achieving their goal rather they wanted to make a ‘’short cut’’ to accomplish their goal;
g)  he confidently attended the Conference to compete with his counterparts; this shows that he was well prepared and ready for competition; g) they boycotted the Conference which shows that they were not prepared at all; in fact, they requested the Conference to be postponed;

i)he was not assigned an office in Silanyo’s cabinet due to the fact that he would lead the Party for the upcoming election; i) they occupied highly important offices in Silanyo’s cabinet which many people believe that they have misused  the powers of their assignments;
j)  the fact that he is the outstanding figure who masterminded the existing clan alliance that make up the supporters of Kulmiye Party; j) the fact that they just wanted to use someone else’s work for their own advantage  which can be interpreted in Somali as ‘’ku qabso ku qadimayside’’
k) in all his dealings, he showed much care and concern for the well-being of both the Party and the Government. k) in all their dealings, they showed no concern for the well-being of both the Party and the Government; they proved this with their collective and simultaneous resignation from their assignments in the Government which was an attempted coup; Please see the above link for more information.
