This project which is the ambitious of the Kulmiye party administration was instigated by President Ahmed Mahmud Silanyo when he laid the foundation stone at Afmadow on 16th September 2013.

Said to cost several millions in dollars the government has with part donations from the citizenry both in the country and in the Diaspora purchased several earthmovers intended for the project whose successfully implementation shall turn Sanaag in the East from a dependant region to a producing one making Somaliland self reliant in almost 85% of foodstuffs.
