As the UCID party chief Lambasts the Somaliland National Development Plan II at a function officiated by president Silanyo
Somalilandsun – The over-bloated administration established by president Ahmed Mahmud Silanyo is directly related to the malfunction Somaliland public service providing institutions
This was stated by leader of the Opposition UCID party Eng Feisal Ali Warabe during an addresses to participants at the launch of the Somaliland 2017-2021 National Development Plan II officiated by president Ahmed Mahmud Silanyo in Hargeisa.
While congratulating the ministry of planning for formulation of the development plan Eng Feisal did not mince words as he not only poked at Plan One but also dismissed the Plan Two National Development Policy as a ‘non-starter.
The negative sentiments on the Somaliland NDP 1&2 by the vibrant Opposition politician were astounding to the assembled both locals and foreigners but in complete contrast to those of the head of state who had heaped praise on it as well as its designers and implementers.
In his speech president Silanyo who had preceded Eng Feisal at the podium on virtue of being guest of ho our had said It is our happiness today to unveil the Second Plan of 2017 to 2021”.
The head of state pointed out that the Kulmiye party administration under his stewardship had initially formulated the National Development Plan One so as to address these issues, adding that “the planning policies were in line with achieving the objectives the country envisions by 2030”
As outlined the priority areas in the sessional paper which would-specifically focus on:-
i. Easing poverty.
ii. Creation of labour opportunities.
iii. Promote trade and international investments.
iv. Bolster national coffers such as Agriculture, fisheries, frankincense and modern animal husbandry.
v. Counter droughts and adapt to climate.
vi. Bolster infrastructure and public amenities. And
vii. Step up accountability, good governance and human rights.
“I believe this plans would make a major difference”, said the President as he thanked the friendly partner states and institutions that always stood by Somaliland in development terms.
But in contrast Eng Feisal Ali Warabe was equivocal that NDP I was a total failure while the then being launched NDP II would follow suit, in spite of being well formulated.
As he dismissed the Plan Two National Development Policy as a ‘non-starter, Eng Feisal Ali Warabe who is also the UCID party flag-bearer in Somaliland presidential elections slated this November said that the imminent doom of the plan was as a result Non-existent institutions to implement ire so as pertains to leadership, management and expertise.
Touching on the current 68 member council of ministers in the president Silanyo administration as the main culprit due to being overbloated more so by the prevalence of appointees whose only criteria an qualification is the clan.
“If UCID party wins the forthcoming presidential elections I will put in place a lean administration composed of 18 cabinet members whose criteria for appointment shall educational and professional qualifications” pledged Eng Feisal Ali Warabe
Concluding his speech the Engineer Turned politician did not fail as his norm to mention the president very upwards spiraling cost of living in Somaliland occasioned by poor economic policies as well as Khat, a herbal stimulant imported from neighbouring Ethiopia.
“If not for poor economic policies of the government, how is it possible that we spent over $0.5m importing Khat daily” queried Eng Feisal.
