Somaliland Non State Actors helping promote civic engagement and improving the accessibility of grass root communities to decision making on national policy

Somalilandsun – Somaliland civil society and non-state actors (NSAs) have carried out extensive policy dialogue activities aimed at promoting civic engagement and improving the accessibility of grass-root communities to decision making on national policy.

In pursuit of these objectives SONSAF hosted the Somaliland National Forum on the New Deal in Hargeisa on the 14th December 2015 which was a continuation of the multiple national and localized consultations conducted on the Somalia New Deal and the Somaliland Special Arrangement (SSA) from 2012 onwards.

The consultative event also aimed at consolidating outcome from prior civil society consultative meetings held during the months of October and November 2015, in particular the Aid Effectiveness Thematic Working Group consultative event, with the forum being a continuation of the multiple national and localized consultations conducted on the New Deal and the Somaliland Special Arrangement (SSA) from 2012 onwards.

Participants at a Somaliland High level Aid Cordination meeting in HargeisaAs a reflection of perspectives from participants on the Somalia New Deal and the Somaliland Special Arrangement (SSA) local non-state actors hereby encourage the international community to recognize and appreciate the Somaliland’s hybrid political order that has been adopted, bringing together modern state institutions alongside traditional governance methods through the Guurti and networks of traditional elders, to ensure development is driven by the communities.

As for policy NSAs recommend that Somaliland authorities expedite an extensive review for Somaliland National Development Plan, Somaliland Special Arrangement and New Deal frameworks believing that these development modalities are expiring in this year of 2016.

The observations and recommendations were contained in a Civil Society Position Paper for New Deal –SSA implementation released by Sonsaf that determines that the local experiences show that Somaliland currently needs a consolidated development framework by considering the lessons learned from past of the New Deal – SSA implementation.

At the same time the CSO position paper also recommends that the international community support both reviewing NDP- SSA as well as drafting new Somaliland National Development Plan which is more inclusive and participatory
