Somaliland: IC and Government Reach Six Civil service Reform Resolutions

ADIS ABABA (Somalilandsun) – A delegation of cabinet ministers and director generals(DGs) in-charge of Somaliland’s civil service reforms have met with representatives from Department for international development(DFID),the World Bank, UNDP & other international organizations in Addis-Ababa, Ethiopia.

According to a press conference released in Addis-Ababa yesterday detailing the resolutions agreed upon in the meeting of a Government delegation comprising of cabinet ministers for planning, justice& judicial affairs, labor & community affairs, education & higher education, assistant minister for health, the chairman civil service commission, the director generals of ministry of education & presidency, the deputy chair of anti-corruption commission who is also the acting director general of the anti-graft agency. Also present in the meeting were the director of civil service institute (CSI), several departmental heads including planning in finance ministry, trade & members of Civil Service Reform Committee (CSRC).

The meeting attended by representatives of Department For International Development (DFID) the World Bank, European Union (EU), UNDP and experts from reputable institutions from United Kingdom & Somaliland’s adviser to the planning minister who organized the meeting with DFID are committed to reform the national civil service.

The meeting that took place from 10-12 this month discussed various items on civil service reforms and has reached the following resolutions among others;

1. A secretarial presidential committee on civil service reforms with hired staff to be established.

2. A general committee that relates the different priorities of civil service commission.

3. Enactment of civil service commission Act and amendments to the existing statute with a view to reforming the civil servants’ conduct.

4. Establishment of an interim presidential committee tasked with reviewing the civil service commission law pending the composition of the final committee.

5. Training of civil servants from the senior to junior cadre of the Government.

6. Establishment of an interim committee tasked with implementing and following-up of the resolutions agreed in the meeting.
