Somalilandsun – Background: CARE, DRC, IRC, and UNICEF have developed a joint programme to strengthen local governance and conflict management at village level in Somalia.

A joint Program Quality Unit (PQU) has been established to provide leadership in the Consortium’s implementation and to help ensure harmonisation and quality of each partner agency’s interventions. The implementation of the programme will be overseen by a Steering Committee comprising top management of the four agencies. The Consortium will initially work in three districts in Somaliland and Puntland. Twenty villages will be selected in each district. After the first year, the Consortium will consider implementation in other areas in less stable parts of Somalia, based on the lessons learned.

The CDA will work closely together with all team members of the Consortium. Together with his / her colleagues the CDA will be responsible for developing an overall framework based on best practice in community development and lessons learned by Consortium partners so as to support the establishment of Community Development Plans (CDPs) for each district. The framework, aimed at guiding the implementation teams, will describe joint approaches, methodologies and tools for identifying community needs; describe roles and responsibilities; set targets; identify potential further sources of finance to assist with wider economic and community development needs, and ways of communicating outcomes to help in managing community expectations. The framework will be based on local communities’ expectations, and experience/potential, and deal with concrete plans, initiatives and activities.

The CDA will keep in mind the experience and reputation that the Consortium partners have established, the commitments they have made to local community development, and the expectations the communities have.

The CDA needs to have a deep understanding of the breadth and variety of existing /proposed interactions with local communities, and be able to work with representatives of all stakeholder groups in the identification and development of robust and practical CDPs.

Terms of Reference:

• Prepare, formulate and support the implementation, and proper monitoring of targeted CDPs that will:

• provide an overall framework and guidance to the project management, and to all stakeholders on how best to initiate and coach, in a proactive and consistent way, community development initiatives

• identify and analyse all community development initiatives / activities / projects already being carried out in the region, by Consortium partners and others, (including scheduling, costing and responsibility for implementation)

• supervise and coach the planning of activities, in particular in the early stages, e.g. during baseline survey, awareness raising campaign and community activities planning phase

• prioritise those community development activities that have the most impact and identify those that should be improved, expanded, or potentially eliminated

• clearly identify and delineate the roles and responsibilities of Consortium staff, government, local authorities, civil society/local NGOs and other stakeholders in relation to managing community development activities in the area

• identify opportunities for synergies with other community-based development in the area (i.e., with aid agencies as UN agencies, ILO, other INGOs, etc.)

• identify potential additional sources of finance and technical assistance support during and after the project period

• describe the consultation and stakeholder engagement process that already exists and then identify gaps and strengthen participatory engagement on project-related CDP priorities

• describe / formulate how the Consortium’s community development initiatives should be monitored and evaluated.

• Advise programme implementation teams and partner agency leaders in developing joint approaches, methodologies and tools on community development based on best practice and lessons learned in each agency

• Coach and mentor Village Councils on managing services in collaboration with other local institutions in a way that is transparent and equitable using joint methodologies and tools

• Build capacity of marginalised groups to engage in equitable development and conflict management processes

• Provide regular updates and standardised reports on the quality, coherence and harmonisation of partners’ interventions

• Develop summary case Studies for internal and external use outlining lessons learned and results achieved.

Education and experience

• Significant (10+ years) experience in designing effective community development programmes, including in Somalia, and in rural settings

• Proven experience and ability to work with regional and local government agencies and representatives of the private sector in identifying, preparing and delivering community development activities

• Solid skills and knowledge in social development including participatory development and rural livelihoods

• Knowledge of and relevant work experience in Somalia rural communities (in particular with respect to the various tribal composition of the communities)

• Familiarity with the Consortium’s partners and their operations preferred

• Excellent written and verbal communication skills (in English)

• Verbal fluency in the local language strongly preferred

• Strong team player

• Proven skills in coaching and mentoring

Reporting

The Community Development Advisor will report to the Deputy Country Director; day to day management and work planning will be managed by the Consortium’s Coordinator

Conditions

Availability: May 2013

Duty Station: Hargeisa, Somaliland.

Contract: This is a one year contract.

Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates recruited by the Horn of Africa Regional Office. This position is rated as A13 on the DRC salary scale available at www.drc.dk
