HARGEISA (Somalilandsun) – Within a span of two years the capacity of the civil service has been enhanced tremendously.

According to the chairman of the Civil Service Commission-CSC Mr Nuuh Sh Muse Duale skills within cadres of the civil service have been uplifted as a result of examinations conducted by my agency.

The CSC boss who was evidently reacting to accusations of unfair practices against some civil servants made by the chairman of the parliamentary standing committee Hon Mohamed Ahmed Migane.

As per MP Migane the CSC is engaged in some sort of selective breeding where those unwanted civil servants are failed exams thus fired.

VP Sayli at CSI graduation ceremonyfor civil servants/fileWhile informing that the on-going examination of civil servants was as per the directives of the head of state H.E Ahmed Mahmud Silanyo, CSC Commissioner Duale said that none of those fail exams are fired but actually benefit because they are given relevant courses to bring them up to speed.

Said he, “As opposed to what MP Migane claims, failure of the CSC conducted examinations is a blessing in disguise for in-service training is given the failures thus return to work with raised morale and new skills.

The CSC boss who attributed current top level performance within all ranks of the civil service to continued examination and training by the CSC said his office is open for activities clarification information to any interested citizen.

Since president Silanyo came to office almost 90% of civil servants have sat for skills and proficiency related Civil Service Commission mandatory examinations conducted by the adjoining UNDP funded Civil Service Institute-CSI which also is responsible for related in-service training.
