Oxfam has been working in the Galbeed and Togdheer regions of Somaliland and the Somali region of Ethiopia where this project will be implemented. A key feature of this project is the cross border nature of the work, recognising that the Somali people living in these regions are one community split between two countries, but who migrate across borders as part of long standing adaptive strategies for living in this arid landscape.
The pastoralist and agro-pastoralists populations in the Somaliland and Ethiopia live in an extremely vulnerable drought and conflict prone region and are exposed to multiple hazards; including natural stresses, continued and increasing frequency of drought combined with a weakened asset base and coping mechanisms that has resulted in high levels of risk. Pastoralism in the drylands of this region is a deeply sophisticated land use system developed out of the need to constantly adapt to the extreme climatic uncertainty and marginal landscapes of the drylands, these include restrictions to their mobility; privatisation and enclosure of communal grazing land; degradation of key resources (water and pasture) and weakening of social structures that traditionally managed natural resources.
The project is aiming that Pastoralist and agro-pastoralist communities on both sides (Ethiopia and Somaliland) are more resilient to causes of insecurity/ disasters (drought and conflict), their voice and representation in policy and decision making forums increased and Cross border issues affecting them are raised at national and regional platforms. These objectives will be achieved through Strengthened drought management, increased capacity CSOs, improved coordination between Ethiopia and Somaliland government project counterpart departments to deal with policy issues affecting pastoralist & agro-pastoralist communities.
The role will manage the Somaliland-Ethiopia cross border reconstruction programme directly Somaliland component and cross-border joint initiatives, and will dotted-line-manage and have overview management role and support the Ethiopia component. Overall, you will support capacity development of Oxfam Somaliland/Ethiopia Programme local partners and government counterparts to effectively manage the program and deliver the planned support to the targeted communities.
Skills and Competence
To be successful in this role you will have master’s qualification in rural development, livelihoods, agriculture, development study or a related field. You will have minimum five years experience in managing development and Disaster Risk Reduction programmes. Good knowledge of development and humanitarian work within an international organisation, experience in remote programming and cross-border operations would be an advantage. you will have excellent analytical, strategic planning, financial management and documentation skills. An excellent oral and written communication skill in English and knowledge of the local language is essential. You will demonstrate a high degree of self-motivation, able to deliver tasks while operating under pressure and in difficult environments. You will be able to spend significant time travelling to the project sites.
