Programme Officer- Training & Education

Type of Contract: 12 months fixed term (renewable)

Location: Hargeisa, Somaliland

Main Purpose

To support the implementation of a high quality programme of work designed to help strengthen health care systems in Somaliland. To lead on designated activities within THET’s programme related to health worker teaching and training activities.

Accountability

The Programme Officer is accountable to the Programme Manager – Hargeisa. S/he will also work with the other Programme Officers, THET’s partners in Somaliland as well as staff and volunteers in the UK.

Key responsibilities

1. Programme implementation and management

• Support key aspects of THET’s Somaliland Programme, leading on specific activities within THET’s programme related to health worker teaching and training activities.

• Act as THET’s focal point for designated partners in Somaliland, ensuring partner support agreements and capacity building activities are delivered on time and to a high quality. Working with other team members, support partners to achieve agreed objectives, and ensure reporting requirements are met.

• Support the implementation of a wide range of project activities, with tasks ranging from the collation of information to dealing with procurement.

• Contribute to the development of strategic plans; policies and position papers.

• Work closely with Programme manager, other programme officers, THET consultants and volunteers.

• Conduct work with high degree of professionalism, integrity and accountability.

• Maintain effective administrative systems and ensure that the programme information is easily accessible by all THET colleagues.

2. Coordination

• Work with THET staff and other relevant actors in Somaliland to facilitate improved coordination and harmonization of partner activities within the health sector.

• Support strong coordination and communication across the organisation.

3. Reporting

• Support the delivery of high quality narrative and financial reports for donors and other stakeholders.

• Work with partners to ensure contract compliance and accountability in programme delivery as well and reporting requirements. .

4. Financial management

• Support strong financial management processes and facilitate appropriate information mechanisms in Somaliland.

• Maintain effective administrative systems and ensure that programme information is easily accessible to all THET colleagues.

5. Programme Monitoring, Evaluation& Quality

• Work with colleagues and partners to ensure that programmes are effectively monitored and evaluated.

• Document and share best practices for learning.

6. Representation & Communication

• Represent THET at external meetings with donors, NGOs and others – promoting all aspects its work as appropriate.

• Coordinate with Somaliland colleagues and the UK based communications team to ensure the Somaliland programme is well represented on THET’s website and through other types of documentation. Work with the Programme Manager to ensure collection and use of quality data.

• Support the country team to ensure strong and consistent communications with partners based in Somaliland and the UK.

7. General:

• Undertake any other duties designated by the programme Manager and UK Programme Coordinator, including general support among the THET Programme Team.

PERSON SPECIFICATION

Essential

• BA in Health or Social Sciences or demonstrated relevant experience

• At least 3 years experience of management in health sector or experience in INGO in Somaliland

• Proven project management experience

• Excellent administrative and IT skills and competence in Microsoft Word and Excel.

• Excellent interpersonal skills and confidence in dealing with UK and overseas partners as well as senior staff from diverse organisations.

• Ability to work independently and in a remote team with high level of resilience and motivation to meet the deadlines

• Good financial skills (proven experience in budget preparation and monitoring).

• Excellent representational, written and verbal communication skills in English.

• Flexibly and adaptability in the context of working within an INGO or LNGO and willingness to develop new skills

Desirable

• Experience working in an international organization and implementing programmes in the health or development sector

• Monitoring, evaluation and impact assessment skills.

• Public relation and problem solving skills
