PSI seeks highly qualified candidates for a full time Director of Business Operations and Management for PSI Somaliland. The candidate will lead the Finance and Management functions related to PSI’s role as the Management partner in the Maternal and Child Health program being implemented in Somalia funded by DFID.

The key activity will be to assist in implementation of this DFID funded project for Health Consortium Somalia (HCS) implemented by five partner INGOs with PSI as the lead agency. The Director will coordinate closely with the consortium partners to ensure timely and accurate forecasting, reporting and compliance of all financial, procurement and Audit stipulations of the AG. The candidate will work closely with partners to understand their chart of accounts assist in gathering and reporting on defined VfM indicators such as Economy, Efficiency, and Effectiveness. The position will require close coordination with the donor and international partners in the Consortium as well as UN agencies implementing supporting programs in the region.

This full-time position is based in Hargeisa, Somaliland, a peaceful region with its own government and seeking full independence from Somalia. It is largely a secure and pleasant region far from the de-stabilized parts of the East and South, although security issues and threats are taken seriously. It is welcoming to foreigners, with a thriving private sector. This position reports to the Country Representative for Somaliland.

ADDITIONAL RESPONSIBILITIES:

• Establish systems of financial monitoring and reporting to ensure programmatic compliance of HCS Consortium members to DFID grant budgets, particularly relating to contract and subcontract administration • Collaborate with partners to investigate and resolve any suspected compliance violations or audit problems and manage the external audit for DFID • Develop processes and tools for the collection, flow and use of quantitative and qualitative data for informed decision making to different stakeholder of the HCS program – viz. DFID, Health Consortium Coordination committee, relevant MOHs etc. • Manage contracting and coordinating logistical support of consultants, donor representatives and other internal or external partners visiting programme sites • Ensure routine (quarterly and annual) production and analysis of VfM indicators by the HCS, in coordination with other health programmes, providing training as required. Short-term consultancy inputs could be provided if required throughout the period of the programme. • Manage the process of Annual audits for the HCS programme. • Introduce and implement Knowledge Management system for the Consortium in liaison with partners and technical consultant • Develop Performance matrix with DFID and implement as required • Represent HCS with relevant MOH for quarterly / semi annual meetings to update on operational and financial performance • Any other Financial and Management reporting / coordination requirement of the donor under the HCS programme

QUALIFICATIONS: • Bachelors Degree in Accounting, Finance or other relevant field; advanced degree is a plus • Minimum of 5+ years relevant experience in similar-sized organization • Solid judgment and diplomatic skills and proven ability to prioritize • Prior supervisory experience required • Experience managing multiple projects and integrated programs • Experience with financial management of large donor-funded programs, particularly DFID • Experience and knowledge of VfM concepts • Initiative, creativity, and flexibility to originate, articulate and adapt contract management policies to serve evolving priorities • Fluency in English a must
